Is this a clearcoat issue??

Black 2008 CX-9 GT
I just purchased a 2008 GT and noticed that the black streaks on the wheels were not comming off - even with rubbing compound. Is this the clearcoat issue - or is this due to something else?
Drivers side wheels are not as bad as passenger's. Very weird.
How do you get rid of it...?

Has anyone had experience refinishing these wheels?
I'm guessing they would need to be stripped and repainted?
 
How often and what do you usually use to clean your wheels? Without seeing them in person, it looks to me that they would come clean w/o repainting.
 
Truly it just looks like tire shine run off. Im guessing you tried washing them already before posting this right?
 
I bought the car unseen. Other than the wheels - it is flawless..so I'm not that pissed.
The dark streaks are smooth to the touch - there is no transition from clean to streaked surface..it feels like its under the clearcoat.
I used almost every type of wheel cleaner and finally tried rubbing compund with absolutely no effect.

Painted wheels do not need more then a quality car washing soap and water to remove any grime. Like SportOwner said previously, treat your wheels like you would treat the entire body of your CX-9 and dont clean them with any harsh corrosive chemicals.
 
I'd try to clean that section in slots with a soft toothbrush and barkeepers friend. If that does not get it off then go get 2 cans of duplicor aluminum wheel paint and 1 can of clear coat and redo all 4 wheels yourself.
