Surface Rust on Rear Wheelarches solution??

Just wondering if anyone has ideas for surface rust solutions on the rear wheelaarches for both sides?
 
Cut it out and weld in new metal. It's the only long term solution.

It isn't surface rust. It's rust that starts from behind where the inner and outer fenders meet. You just don't see it from the outside. The point being that if you start grinding, you're going to find more rust.

But many people have ground off what's visible, used bondo, and repainted. That just isn't a long term solution.
 
You can patch it up with fiberglass from the back and Bondo it smooth.. At best you'll get a few years before it loses adhesion.
