Rain sensing wiper sensitivity question

Here in NJ the law is if wipers are on, the headlights need to be on too. It would be nice if the auto wipers turned on the headlights when it started raining, but I do not think they do.

But, it seems the DRL are the the headlights on low beam? So lights are always on anyway?

Yes for the headlights but not the taillights. Its not a law here in NC but I see so many people who dont turn their lights on in the rain and drive grey or other colored cars that are hard to see. Ive tried turning up the wiper dial but I agree I think its more the light sensor than the wipers. Like I said said in my other post its not a huge deal just wondering if there was a way to make it work.
 
They definitely don't turn on with wipers. I disabled my DRL and when it rains the lights don't come on automatically. Wish they did tho.
