Parking Brake Cable Freezing Up? Help with Diagnosis Please

Hey folks,
My car is a manual so I always use the parking brake. Twice in the past few weeks I set the parking brake when I went into work and when I came out at night the brakes wouldn't release. The handle felt "dead" with no tension on it but it operated smoothly so the problem must be with the cable or the caliper. I work 4 miles from home so I just drove it with the rear brakes dragging and they released about halfway home. Both times we had wet weather the previous few days and it was above freezing when I went into to work and below freezing when I came out. I suspect that there's water getting in the cable and freezing up. Any input before I spend the time and money to replace the cables? Thanks.
 
Mine was the same.

Get someone to pull the P-brake handle and see if the attachment point is pivoting.
