TSB's aren't for the public, they're for the dealer Tech's to see if there's a tsb on your complaint, so they know about it and have a better chance to solve the problem. But, if you have the tsb number you should be able to tell the service writer the tsb number. It's still usually up to the tech if he wants to take care of it.
That's why it's a good idea to have a friendly relationship with your dealer service writer.
I had a tsb number for a complaint on my PT Cruser, gave it to my service writer, who I do have a friendly relationship (it's always better to treat them as you want to be treated than b**** about the problem). He looked up the tsb and passed it on to the tech, who flashed the computer to the latest upgrade, which is what I wanted.
