Question,

What exactly is thrown into an emission restricted Speed3 that wouldn't be thrown into a non emission restricted State, like Texas?

Is there a difference in performance of a Speed 3 that has the emissions requirments over another that doesn't?

they are all 50 state legal....

its just certain states require some smog crap emissions standards....

I believe since the MS3 isnt pzev in cali. the differences are less. But i know on the protege and 3 lines the ecu is different leading me to believe there is some difference in cold startup and maybe some fuel mapping. But i may be wrong.

From some of the reading i did the Cali emmisions make a manufacturer sell a certain percentage of PZEV and hybrid cars, not necessarily a difference in emmisions equipment. Also may be some more fuel tank and fuel filler neck modifications designed to lessen the amount of gasses that escape when opeing the fuel cap and refueling.
 
so, its safe to say that an MS3 from Cali, and an MS3 from a non-ULEV required state like Texas have the same performance output then?
