The HID install is very simple. The only problem i had was with bulb length (i drive a p5). I don't know if they are all the same length, but i rigged them up to work. All you really have to do is find the connection, and plug the right wire into the right side of the connector on the factory...

What are your prices? I have found the bumper for 130 ish. And the fenders around 60. I think i would pretty happy if i just had the bumper and grilles (and if it has them) fog lights. I would probably be willing to pay around 180-200 for the whole assembly. (edit: depending on condition)...

sorry for the delay. this connector is easily accessible from under the bumper. if you take off the 3 black 8mm bolts that secure the wheel well splash guard, look up you'll see a grey connector hanging down from the main harness, the other is connected to the bumper. if you have any more...
