Whatever the cause is, it's allowing air to get into the system, which is causing the bubbling in the tank. You can see the bubbles rising from the bottom, where the hose is clamped on the nipple of the tank. I had a similar problem in my 3 caused by a pin-sized hole that developed in the tank and was shooting out a stream of coolant when it was filled above a certain level in the tank. So I'd say check all coolant lines for small leaks or cracks, check all clamps to ensure tightness, and if all else fails, replace the coolant tank.
