Tightening water pump pulley bolts?

Any sage advice about how to tighten up the water pump pulley bolts? Finishing up a timing belt and water pump job and that's the last remaining hurdle. Best to just get them finger tight, install the belt with a lot of tension, snug them down, then re-set the belt tension. Use a strap wrench to secure the pulley?
 
yes, that'll work....

Perhaps buy an electric impact wrench (like Dewalt), and you will find many other uses too. I use mine uh-lot!

I think they are useful tools, but I don't see how an impact helps in this situation. There is about 2 inches of clearance between the bolt heads and the inner frame rail. I don't think you can install the pulley on the pump before attaching it to the block . . . if so, an impact could be used.
 
The key is you want to have the w/p belt on there to hold it for you. both removing and tightening those bolts
