Sheared bumper bolt (F&^%!) what now???

Hey all,
New here and need some info advice on what to do. Not sure if this is the right area or not.

Situation: I was installing a trailer Hitch and sheared off one of the bumper bolts while trying to loosen the nut. I gave it a good dose of WD-40, but the damn thing just snapped off.(boom01) So now Im wondering a couple of things.... A. WTF do I do now!?!? I mean, how integral to keeping the bumper on the car is that bolt? Can I safely drive with it sheared off like that? Im thinking yes, but as I need to get that hitch mounted by next weekend, I come to my next question...B. Can this be fixed and how?

Obviously it can be fixed.

Remove the Bumper
Drill out the bolt
Retap the hole
Put a new bolt in.(With the bumper)
