Radiator cooling fan will not come on even when ac is on. 2002 protege

Does anyone know why the radiator cooling fan does not come on. It is suppose to come on when the ac is turned on. The condenser fan does come on but radiator doing nothing. Is ther a radiator fan switch? I did see that pin 30 for the relay has 12 volts. Is there any way to trouble shoot this?
