Parking Brake Issues When Cold

The parking brake on my MP3 doesn't feel like it works when it's cold. I can set it when I go into work but when I leave on cold mornings the handle releases properly but doesn't feel like there is any tension when I try to set it again. Here lately it has been in the low 20s when I get off work. Can anyone explain this?

The pads may be shot, the cable may be streched or the e-brake may need to be adjusted at the caliper.

Or the caliper pins need to be lubricated.
