So i had that code, i changed my sensors and the code went away, now my cel is back. my wires off the harness look good. So whats my next step? Could it be my cats?

No, it is a problem with the 02 sensor heater, not the cats. I had the same code and a new 02 fixed it.

To diagnose it, you need to check for voltage in the heater circuit. First at the 02 plug, and if it's not found there, further back until you find the fault.
