Overboosting

Was testing the car Saturday and noticed that the boost isn't holding at 7PSI like it should, I saw it reach 10psi in 2nd and 12psi in 3rd. This is a brand new ATP WGA with less than 50 miles on it. Hooked up my MightVac hand pump to see if I could get the rod to move, pumped it up to 20psi and the rod stayed in one place. Grabbed the old OEM WGA and the stock WGA from the GT28RS and they did the same thing. Having three bad WGA (especially one never used) is outside the realm of probability, so I might be doing something wrong in my testing.

What's the proper way to test the WGA to ensure it's opening at the correct PSI? (this is a heavily modified MSP with a Steedspeed EM, GT2861RS, ATP WGA among other mods)
