EGR Valve + Rusted Bolts

Trying to replace the EGR valve, the 2x 12mm bolts are completely rusted, can't seem to remove them. Will my only option be to remove the manifold in that case so that I can have room to work with those bolts (and possibly drill them out and/or retap the holes if needed)?

If not removing it is an options... If I can remove the sensor, I'd have some access to blast some carb cleaner in there, but from the angle and position I'm not sure that I'd be able to clean much of it... but would replacing the sensor from a new EGR valve help along with spraying some carb cleaner and trying to clean as much as possible with the EGR still in place?
