This is base on proper tuning and maintaining proper A/F ratio:

It won't affect pollution test that much, if the OEM environment protection equipments are in place. The turbine is actually a great place for incomplete combustion to oxidize. This is b/c the turbine is at a high temp, and the exhaust gas is held at high temp longer thru the turbo and with the elongated amount of time inside the turbo. This allows more unburned hyrdocarbon to react, but provided the mixture still has some oxygen left to react with. This is partially how a three-way cat works. However, NOx emission might increase alittle bit, cuz the exhaust temp is increase and the exhaust gas remains in a high temp state longer, giving it more time for the Nitrogen to become reactive. This is all from Arrenhenous law from chemistry.

Bottom line, it shouldn't change too much. Little bit of increase maybe.
