That is probably a compression tester.

Pff, seriously? It's a Jubilator. You hook that up to the flux capacitor to sync the CAS O-ring with the VAFoMeter. I hear it really stabalized your tachometer signal.

it is indeed a rotary compression tester, circa 60s/70s. it works like a polygraph in that as you crank the engine it draws pulses on the paper to show compression
