Faulty seatbealts (1st gen)

hi, 1st post

I recently bought a 91 mazda protege and im having problems with the seat belts (all of them), after i turn the car on seat belts buckle up just fine, so the automatic thingy works, but they dont "click" or "bite" at all, no matter how hard i pull them they just go all the way to the end of the line, so if I would have a crash they would be pretty useless...

How can i fix this, can it be fixed without getting now ones, because its pretty hard to come across these American models in Croatia?

There not broken it's just how they are. My parents bought the car new and they were that way from day 1 and now it's my car but their fine no worries they'll work when there suppose to
 
Mine are the same way. You would think you could yank on the belt and it would lock, but these are less sensitive but supposedly work fine. Try bouncing your hand in the belt like you're dribbling a basketball, do it quickly. Mine will eventually lock up if I can do that fast enough.
