It's definitely available to add as a separate option (you don't need the full Tech package). In fact, you can buy it and install it yourself - there's a thread on one of the forums here that details how to do it.
That's a pretty good deal. I think invoice on Edmunds for that combo is $26,624. Although TTL and dest for $3k seems high.

Hmm, there's no reason why the price would go up. Like it or not, the dealers need to start selling the 2015 ones, so if anything the price for the 2014.5 ones will go down.
