Wheels get seized to the hub all the time up here, I get made fun of constantly when i'm fighting to get one off. The words of advice I receive are; "get a bigger hammer" or "take your purse off" Your not gonna hurt anything mash that thing from the inside then spin repeat spin repeat.

I'de be going after the first tech for the cost. The tech you just saw that fixed the problem must have meant/said the timing belt tensioner pulley. If thats not torqued properly it can cause the belt to jump a tooth or two messing up your timing.
