What is the best method to remove rust?

I just purchased a 2003 Mazda Protege LX Sedan. The car is from Quebec and has alot of rust.. the rear left and right quarter panels and there is rust on the hood. I am not looking to get the body of this car in mint condition. I just want a temporary fix so the car will pass inspection. Does anyone have any tips? Looks like it is mainly surface rust, can't really find any holes. I don't have very much mechanical experience so this will be my first DIY. I seen this stuff at walmart called Bondo Auto Body Filler. Is this any good? Could I just sand the rust on the hood? Any advise is appreciated! Thanks.
 
I don't know if just spray painting over the rusty spots would help it pass inspection but that's what I'd do.
Also would highly recommend to get it oil sprayed or undercoated ASAP, after you take off the plastic wheel liners.

Sand blast the entire hood primer wet sand paint clear coat brand new again or just buy a new hood i have one its green make offer lol
