the reason some people's bypass valve or blow off valve make noise in neutral isn't because they are in boost, its because they are generating some pressure which depending on the spring tension of your valve will close it some and then when you release throttle it opens making the noise.

that might be right but everyone else spools in nuetral and i can hear there BOV mine i cant
i can get my HKS SSQV to blow off at around 3k in N but idk ????

Your probably just low on turbo fluid. That can cause it to not blow off. (dance)
