The other day, I tried turning off the traction control from park. The light popped on indicating "TCS Off". As soon as it shifted to second, the indicator light went out. When you push the "TCS Off" button, shouldnt it stay off untill car is shut down?

AH! So it must be for low-speed towing or navigating tough offroad situations where grip to ALL wheels is necessary (?).

Does that mean you are in ALL-WHEEL DRIVE at low-speed when TCS is disengaged?

The low speed shut off is there in case you get stuck in deep snow and need to rock the car back and forth to get out. With the TCS on it won't let you get any momentum going in that situation.

The TCS and DSC (same button) help maintain control of the vehicle by limiting wheel slip and engaging individual brakes to help you get out of skid.

The AWD is "on" all the time. During normal driving all power is going to the front wheels, however if the systems senses impending wheel slip (it doesn't wait for wheel slip to actually happen) then it can transfer as much as 50% to the rear wheels. If you are driving aggressively or if it is slippery the system will go into sport or winter mode, respectively. Which will keep the power going to all wheels for maximum performance in either of those situations.
