Help ATX slipping in 3rd

I just rebuilt my automatic transmission, but I still have the same problem with it slipping in 3rd gear. I bought a master rebuild kit and replaced all the o-rings andseals in the valve body. The only thing that i didn't change is the torque converter. Does anyone know if the torque converter will cause the transmission to slip.

did you flush the cooler? did you inspect the shift solenoids?

Yes i did a flush and tested the selonoids.

did u put the clutch packs correctly?

Yes I replaced them one at a time, I made sure it was corrrect.

Could it be the tourque converter or the valve body?
