lowest offset for a 15x7

Hey guys just thought I would post up a question. What is best offset for a set of 15x7 wheels. Will anything below a 30 fit easily with lowered springs and camber bolts? Just finding a lot of mixed recommendations.

15x7 +32 fits with plenty of space and about 1.5 degree camber, so, grabbing a 6.5 +30 you'd have 8mm more inside clearance, and be 4mm further "in" on the outside.

Going with a lower offset would just net you more inside clearance, and even at a +25 you'd be sitting flush with the fender.

Yea many people run a 15X7 +25, so in a 6.5" wide wheel that would be a +19ish offset.
