How to paint Alloy wheels?

I heard that you don't need to sand it down. Just clean.. then prime.. then paint.. Is it true? Planning on painting my Proline Alloy Wheels.

You should always sand them to remove any coating that may be there along with any un evenness.
 
You should definitely use a 3M scuff pad(fine or med) to prepare the surface for adhesion. First clean off all of the road tar, wax grease etc. Then scuff the surface. Wash or wipe off with a clean lint free cloth. Anything left on the surface will show and impact the cure of the paint. Lack of prep work is just a waste of time, money and paint.
 
sandblast rims with 600 grit media

2k primer then base coat 3x then clear 3x
