2009 mazda cx-7 timing issue

I purchased a project cx-7 with 56,000 miles, it does not start, but does try. Has check engine light on, codes crankshaft sensor and cam shaft sensor. I was in process of installing crank sensor and noticed the harmonic balancer (crank pulley) is not in time on the crank, or wont line up with timing the crank sensor. I followed the install instructions used the sst tool resting it on the crank weights at piston 1 tdc. Counted counter clockwise 20 teeth and its seems to be advanced or behind a couple teeth past sensor. I know this is my starting issue. BUT is it worth pulling everything apart and timing the the camshafts,pulling harmonic balancer. Or could this have caused calve/piston damage?
 
Picture with the sst tool installed and crank weights against it. 20 teeth counterclockwise is about the white 9 in the model number of pulley. Also crank shaft pulley holding bolt holes are not lined up.
