Anyone know how to adjust the outside mirrors?

OK, I know how to use the power mirrors from inside the car. What I am talking about here is the whole, body-colored, mirror body. I noticed the other day that there is a small flange that runs along the bottom of the mirror-body. On the driver's side (of my car) the flange lines up with a similar feature on the mounting bracket, but on the passenger side (again, on my car) it does not line up.

I noticed that there is a black, plastic cover on the underside of the mounting bracket and I suspect that it may cover a bolt or some other mechanism that I might be able to access to make the adjustment I am seeking.

Any help would be appreciated!

the one on the passanger side isn't supposed to.....

if you will look REALLY close you will notice that the angle of the side mirror on the passanger side is different than the drivers side....this is so that the angle of the mirror will be such that you can adjust it enough to see down that side of your car.....the detent to hold the mirror in place is at a different point.

I may be wrong....but I don't believe you can.
