2017~2024 2017 GT FWD - speed related whine

Hi all,
Got 2017 GT with about 38K miles (wife commutes). Drove it recently and noticed a speed related whine that has a cyclical pattern to it. Usually starts at around 40mph and stays into freeway speeds. It does change when suspension loads up (like on a smooth dip in the road when car loads up the shocks and then goes light on rebound). Seems to be coming from the front. Does not sound like any engine sounds i know of (i've had plenty of cars, raced and wrenched on them, so have some knowledge here).

I have a few things I will need to check to rule them out, but wanted to ask if anyone had something similar or if this is a common noise.

My plan in the order of priority and cost:
- rotate the wheel/tire by hand and listen
- Balance and rotate tires
- alignment
- new tires (?)

I have a slight suspicion it may be a hub, but not sure how to check or if this is something known to go bad so soon.
