Boosting lower on stage 1 vs stage 0

I flashed my car today to stage 1 and I was running 12.3 pounds of boost. I decided to flash to stock and I was running 14.8 pounds of boost. Checked for leaks and I couldn't find any. I need some help. My valves do have a lot of carbon build up, so, could that be the problem?? I have a SRI intake and Turbo Inlet Pipe. Thank you! Also the maps I'm using are just the OTS COBB maps!

It appears that you are in the wrong section. This is for Mazda 3s, not Mazdaspeed 3s.
