Timing Belt TDC Problem

Nothing on the cam shaft sprockets align to indicate TDC. The closest I can get is aligning the I on the intake cam shaft to the E on the exhaust cam shaft, but the crankshaft appears to be at approximately at 345 degrees, not 360 degrees TDC. The engine still runs... and Im not sure how after seeing this. This is the belt that Ive been driving on, Im wanting to put a new one on but need to ensure I am putting it on right.

Has anyone had this issue? Is this okay?
 
There are little marks on the cam sprockets that you lineup to point to each other.



When they are alined, the crank sprocket should line up with the mark showing TDC.




You can use the marks on the timing cover but the crank pulley has been known to slip and give a false reading.




I have heard of an engine running while have the timing off by a tooth but it runs rough and crappy.

I don't think our engine will run if it's off by 15.
