I dont believe there is a separate fuse for that function, just the climate control as a whole unit should be.
Question: are you trying to turn on recirculate while the front defrost is on? The vehicle will not allow that to happen if so. Try switching to face vents and it should allow recirc to turn on.
Another test: once on face vents turn the blower on high. Then hit the recirc button. If the light still wont turn on but you hear a noise difference from the blower (blows louder/harder) then the recirc function is working, but the light isnt. Report back and let us know what you find!
