How to disconnect automatic shoulder belt?

Hi, y'all, the automatic shoulder belt in my 1990 Mazda 323 hatchback will not fully retract, but the motor keeps running, and it is draining my battery. The owner's manual says that if the belt gets stuck, find a plug at the bottom of the central post, pull out the wires, disconnect them, then stick the emergency wrench (a hex wrench) in there and turn the bolt counter-clockwise until it clicks. It has a picture, too. The problem is that the picture does not look like the interior of my car, and there is no plug at the bottom of the center post, nor even a center post, since it is a 2-door car.

How can I proceed? I did search through the online repair guide on Autozone's website, but it seemed to have even less to do with my car.
