Before I bought my Protg, I noticed similar rusted areas in the engine bay - shock tower bolts and other hardware, both in and outside the car. That car was driven in New York for 3 years. Most likely salted roads create salty slush which gets on steel parts, rusting them. I owned the car for 8 years and the only issue that surfaced was a frozen alignment bolt that prevented perfect alignment at one corner of the car. The tires wore evenly, despite this issue.
So check underneath the car and make sure your tires are not wearing unevenly. I wouldn't worry too much about what you have shown.
