Passenger seatbelt lock

Ever since I got my car Aug 2013 (i have 2014 touring) the passenger seatbelt locks instantly, as soon as someone sits down and puts it on it locks at that point. Thr drivers side does not do that, so which behavior is correct?

What do you mean by "it locks"? If you mean the inertia reel locks up then it's not right.

When you sit back and try to lean forward the seat belt won't give you more belt, it locks as it would if you slammed on your brakes. It has dont this since the day I picked it up

No, it shouldn't do that.
