Low boost, continuous whine

Ever since I replaced the valve stem seals and got the timing right, I have had a very high a/f ratio, pegging out my wide band. At first, the car would sputter and cough any time I really punched it, but now it just doesn't respond like it should. I never get boost over 3 psi, and I was running 9. I had installed a new O2 sensor, and I thought that might be the problem, so I swapped the old one back in, and loaded a new fuel map. Now the A/F ratio reads in a better range, but I still have the lack of power. In addition, there's a continuous whine that increases pitch when I accelerate that I never had before. Could it be the waste gate? How do I tell?
 
You can blow into the vac line for the wga and if it passes air the diaphragm is torn and it needs to be replaced.
 
Wastegate is fine by the test mentioned. Currently replacing the crankshaft oil seal AGAIN, so retesting the turbo will wait.
