From the looks of it, once you pop off the black cap, you find a nut that holds the arm onto the serrated connecting part (motor I assume?). Once you remove that, you can take the arm off and put the nut back on, but I don't think the black cap will hold to just the nut. At that point, you're looking at removing the motor to cap the hole, I think.
