paint touch up advice??

1999 Mazda Protege DX
Every time I look at my freshly washed, black Protg I get a little sad. You wouldn't believe how many tiny scratches my poor car is covered in.. and those HIDEOUS oxidized spots. Anyway, I don't have the money for a professional paint job/touch up so I'm here asking if anyone out there can give me some advice on doing it myself. It'd be greatly appreciated!
 
You can get a touch up pen, either from a dealer or after market (google search). It should cost 20-30 bucks and you can touch up all those spots.

This will only make the car look better from a distance, but if you come up close you will see all the spots and color deviations of all the touch ups you made.
