Does anyone know if the AC has to be turned on in order for the cooling fan to operate? I'm not talking about the condensor fan, just the cooling fan. The troubleshooting section in the manual I have suggests turning on the AC button and checking for operation of both fans?????

No,.. the cooling fan needs to come on when the engine is hot regardless of whether your AC is on or not,...

By turning on the a/c (or defogger setting) you force the fan on - to see if it works.

If it does come on and your car is over-heating and the fan never comes on - it could be a temp sensor.

If the fan does not turn on with a/c or overheat - suspect the fan relay or the fan.
