No Turn Signals or Headlights/ JC-01 grounding block problem

I recently purchased a 2002 Protege5. The headlights and turn signals/ hazards do not work. The brake lights and tail lights work. Just no headlights nor turn signals. The previous owner did a hack job installing HID headlights. While I was working on it I decided to take the front bumper off. After removing the bumper i saw the JC-01 box.(the ground box located below the driver headlight) all of the ground wires coming from that spot had been cut and were not hooked to anything. I think those ground wired being unhooked is what is causing my problem. I have looked over the wiring diagrams many times and am unable to find where these black ground wires go. If anyone would be able to help it would be greatly appreciated. Thanks

Did you try to re-attach the ground wires?
