2005 Mazda6 Passenger seat won't recline.

So my wife's Mazda6 (2005 s trim V6 AT) passenger seat just stopped reclining. It won't go forward either. It's stuck in this upright position (uncomfortable for a normal adult to sit). Normally this isn't a problem as we never usually take her car. However, it needs to be fixed. I am not sure how to remove the seat entirely but I know it's really going to amount to it in the long run. However, as I was looking underneath the seat, I see where the lever moves underneath the seat and where it SHOULD have a cable (only guessing here) that it pulls on which from what I could see is non-existant.

Has anyone else come across this issue? If so, is there a way to fix it without removing the seat altogether?
