Turn signal issue?

I'm not too sure what the problem could be here. I'm helping out working on a 1990 Protege LX 1.6L and the left turn signal does not work. Both front and rear bulbs don't flicker, but this is where it stumps me. It obviously clicks faster to warn that the lights are out, but the left turn signal on the dash cluster is out as well. Same deal with the hazard, the whole right side works fine, but the whole left side including the icon on the dash does not work. Could be a fuse? Or could it just be the bulbs?

Have had this prob before on a Jeep. Id change the flasher relay or flasher module, depending on how Mazda does it, did you ck the bulbs and fuses?
