Bumper Step plate self-install

What's the best temperature to install these in? I would imagine that they wouldn't stick the best if installed in cold climate. Is it better to install when the temperature is "fair" out (60-70's) or when it's really hot (80-90's)?

I'm asking b/c I don't want it peeling off when it's really cold (or hot) out.
 
This is an easy install. Here is the step guard with the spacers before installation. The spacers are held in place with the blue tape as stated in the instructions.
