Cruise control and horn not working (2003 Protege5)

I have a 2003 p5 and my cruise control and Horn are not working. I wanted to know if the cruise control and Horn are on the same circuit and it's on the steering wheel. I also rebuilt the motor. I had a mechanic put rebuilding and put it in and it's not working…Any ideas?
 
yeah, is airbag light on too? even if not could be the spiral cable. in my truck the horn and cc weren't working right without turning wheel about 90 degrees, which isn't convenient to do while driving, and no airbag light. Spiral cable fixed both issues.

Hey. It's possible that the cruise control and horn share a common circuit, especially if they're both controlled from the steering wheel.
