CX-9 Key programming and cutting

Hello

Got 3 transponder keys off of ebay and had them cut rencelty and none go farther then about 1cm into the ignition. Is this becase of a bad cut (they look right) or is it becase the keys need to be in program mode to allow a key that has not had the transponder to go into the ignition for programming? Just wondering who to blame(cutter or seller on ebay), of if anyone is to blame if I am not doing the programming right.
 
I think it is the cut. The key cannot even go fully in.
I heard that those keys need to be cut precisely (digitally - not the traditional grinding).
Where did you have them cut? If at the dealer, it should be OK.
The bad chip does not allow you to start the engine, but the key should be able to go fully in.
 
So the cut must be to blame? I did talk with the blank seller and they said they made a mistake and would send me replaments. I guess I will bring them to the local place that does them for all the other late models and not the true value store. Hopefully they can get it working. Can anyone else confirm that they need to be laser cut? Thanks
