Selling dealer says that I am not eligible because MEC is only available to purchase at delivery time. Mazda USA disagrees ... but this store seems to prefer selling nothing rather than something. So I visit two other dealers.
Dealer #2 is an Audi/Mazda store. F&I goon does not know what MEC is (yeah, right) and tries to sell me an Audi-branded service contract. Says it's "about" $2,400 for 4 years beyond 3/36k with a 100k mile cap. I insist on a MEC Total Confidence quote. He won't ... quote MEC ... won't engage Mazda USA to help him quote MEC.
Dealer #3 quoted $2,660 for two years of coverage beyond 3/36k with a 50k mile cap ... and that does not include a paperwork/processing fee and inspection fee. Also would not say "MEC Total Confidence."
Good News? I found a tip on a Miata specific site that mentions ...

MEC Total Confidence for four (4) add'l years beyond 3/36k, w/100k mile cap:
- Zero deductible: $1,440
- $100 deductible: $1,280
- Oregon has no sales tax
He promises to email the MEC Total Confidence contract within the hour ... and he did!

Given all the sensors & electronics, Total Confidence for $1,440 strikes me as a reasonable hedge.
