I have lowering springs. Are coil overs a replacement for the dampers only, or an alternative to lowering springs? Or are they/can they be used together?

Coil overs are a replacement for lowering springs. They are better as they let you adjust the ride height.

Generally "coilover kits" are replacements for both the spring and dampeners/shocks/struts. Largest reason as to why people upgrade to better performing coilovers is the option to adjust. For the typical track junkie, this is a convenience as it allows one to adjust the rebound, bound, dampening, height, and ultimately corner balancing. Though most entry and mid-range level coilovers allow only height and dampening.
