hole in the hood vibration/insulation pad

i noticed there is a hole in the hood vibration/insulation pad.

it is located right above a filler cap, near the fire-wall.

any ideas what is going on? i think it had to do with the cap rubbing against the pad creating the hole. at first i thought some rodent had chewed it way into the engine bay but i didnt see anything.

is it formed in there or is it cut in like with a knife?
