New (used) TPMS sensor: does it need to be programmed?

The valve stem on my TPMS is broken/cracked, and air is leaking out. Is it best to used a used TPMS system on ebay? Does it then have to be programmed at the dealer? Also, what about the rubber valve stem replacement at AutoZone with the TPMS insert? Just go that route? Thanks.
 
TPMS programming can be done in your driveway by just turning the car on and off, or after a couple drive cycles the sensors will work. just make sure you get the right model.
