Vibration in front end when turning at low speeds.

Today I noticed I'm getting a strange vibration and noise (somewhat the same as rubbing your thumb on a full balloon). When turning at low speeds, such as pulling or backing into a parking space. And even when I turn the wheel slightly when sitting and idling in park.

The power steering fluid level seems fine.

A loose power steering belt maybe? I recently had the steering rack replaced so it could be the culprit. Something I was thinking is the front pipe flexing....

Anyone have any thoughts?

check front wheel bearing play. Mine was very loose from previous owner. Axle locknut was like 20 ft/lbs of torque instead of 150ft/lbs. Fortunately bearing races looked fine.
